What Is Single Window Electronic Signing
Single Window electronic signing refers to the process of using an IC card or USB Key to perform electronic signatures through China’s International Trade “Single Window” platform, completing various agreement signings required for customs clearance operations.
Main signing types:
- Paperless clearance tripartite agreement (Customs + Enterprise + Customs Broker)
- Tax and fee electronic payment agreement
- Electronic customs declaration entrustment agreement
- Insurance agreements, etc.
Pre-Operation Preparation
Hardware Requirements
- IC card reader or USB Key
- Customs IC card driver installed
- Stable network connection
Account Requirements
- Registered Single Window enterprise account
- Valid legal representative IC card or operator IC card
- Enterprise registered with Customs
Signing Operation Steps
Step 1: Log In to the System
- Open your browser and visit: http://www.bjsinglewindow.com/bjswstander/
- Click the “Log In” button in the upper right corner
- Select the IC card login method
- Insert the IC card and enter the PIN code
- After the system verifies successfully, you will enter the main page
Step 2: Access the Signing Module
- Find “Standard Edition Applications” on the homepage
- Select “Cargo Declaration” -> “Paperless Clearance”
- Or search directly for “Electronic Signing”
- Enter the signing management page
Step 3: Select the Signing Type
Choose the signing type according to your needs:
- Paperless Clearance — Select “Tripartite Agreement Signing”
- Tax Payment — Select “Electronic Tax Payment”
- Customs Declaration Entrustment — Select “Electronic Entrustment”
Step 4: Fill in Signing Information
- Select the signing Customs office (e.g., Tianjin Customs)
- Confirm enterprise information (automatically read from IC card)
- Select the customs broker (if already appointed)
- Review the agreement content
Step 5: Electronic Signature
- Click the “Sign” button
- The system will display a signature confirmation dialog
- Enter the IC card PIN code to confirm
- Signing is completed and the agreement takes effect
Step 6: Check Signing Status
In “Signing Management,” you can view:
- List of signed agreements
- Agreement validity periods
- Signing Customs office information
- Download agreement PDFs at any time
Common Issues and Solutions
IC Card Not Recognized
- Check if the card reader is properly connected
- Confirm the driver is correctly installed
- Try a different USB port
- Restart the browser and try again
PIN Code Error
- The default PIN code is usually 88888888 (eight 8s)
- Consecutive incorrect entries will lock the card; you must go to Customs to unlock it
- It is recommended to change the PIN code after your first login
Declaration Still Shows “Not Signed” After Signing
- It takes some time for signing to take effect (usually 2-4 hours)
- Confirm that the signed Customs office matches the declaration port
- Check if the agreement is still within its validity period
Tax Payment Signing Failed
- Confirm that electronic payment is enabled at your bank
- Check if your bank account status is normal
- Contact your bank to confirm whether Customs electronic tax payment is supported
Practical Tips
- Sign in advance — Do not wait until you need to declare; complete all types of signing ahead of time
- Multi-port signing — If you declare at multiple ports, you need to sign with each corresponding Customs office separately
- Regular checks — Renew agreements before they expire
- Multi-person authorization — You can grant signing authority to multiple operators
- Keep records — Download and save electronic copies of signed agreements
