Used Agricultural Machinery Import — Full-Process Compliance

Project Background

A domestic client commissioned us to import a batch of used agricultural machinery (tractors, harvesters, etc.) from Europe. The client was unfamiliar with the import policies, inspection and quarantine requirements, and customs clearance procedures for used agricultural machinery, and did not know which procedures had to be arranged in advance or how to meet the access conditions of China Customs and the inspection and quarantine authority. Shipping blindly without preparation would very likely lead to detention, return, or even destruction of the cargo at the destination port due to the lack of a pre-shipment inspection certificate or non-compliance with environmental and safety standards, causing significant financial losses.

Solution

Addressing the client’s limited experience and the high compliance threshold for used agricultural machinery imports, we delivered an end-to-end service spanning from “pre-shipment inspection” to “domestic delivery”:

Pre-shipment Inspection (CCIC/PVoC): We helped the client engage CCIC (China Certification & Inspection Group) Europe or its authorized body to book and arrange a pre-shipment inspection of the used agricultural machinery. The inspection covers equipment model, year of manufacture, working hours, cosmetic condition, engine emission standards, and effectiveness of safety devices, ensuring compliance with China’s access requirements for used electrical and mechanical products. We coordinated with the inspector on site to issue a qualified inspection report (the Pre-Shipment Inspection Certificate), the core mandatory document for the subsequent import declaration.

Overseas Operations (Pickup, Booking and Loading): Before dispatch we coordinated with the inspection body to complete a secondary check (if required) to ensure the equipment status matched the inspection report; arranged flatbed trailers to pick up the equipment from European inland warehouses and deliver it safely to the designated Ro-Ro terminal; booked Ro-Ro slots based on equipment dimensions and weight and coordinated with the terminal to complete loading, ensuring the equipment was firmly secured inside the hold.

Import Clearance and Destination Inspection: After the equipment arrived at the Chinese port of destination (e.g. Tianjin Port), we declared the import of used agricultural machinery to customs with the pre-shipment inspection certificate, commercial invoice, bill of lading and other documents. We cooperated with customs on the destination inspection, where local customs officers examined the equipment on site, verified the nameplate information, and checked the equipment condition to confirm consistency with the declared information and inspection report. We also handled any rectification requests raised during inspection (such as affixing Chinese nameplates or providing emission certificates) until the inspection passed and the cargo was released.

Final Delivery: After customs release, we arranged domestic transport to move the equipment from the port/inspection site directly to the client’s designated farm or warehouse, completing the final delivery.

Project Results

• Compliance risk mitigated: By arranging the CCIC pre-shipment inspection in advance, the equipment met China’s import standards before shipping, eliminating from the root the risk of return or destruction caused by inspection failure.
• Clearance cycle shortened: With complete inspection reports and accurate declaration information, destination-port clearance and destination inspection proceeded smoothly, reducing the overall clearance time by about 30% compared with the client’s own operation.
• Lower learning curve for the client: The client did not need to study the complex import regulations for used equipment themselves; they only provided the purchase intent, and we coordinated all other steps, delivering a true turnkey service.
• On-time delivery secured: Through precise sailing schedule planning and seamless connection with domestic transport, the used agricultural machinery arrived before the spring plowing / autumn harvest window, meeting the client’s seasonal production needs.
